Residential Care Home

A care home supporting seven service users, with both learning and physical disabilities, was required to produce a satisfactory fire safety policy by the local authority. The authority had concerns with the viability of existing evacuation plans and was considering withdrawing funding for the home. The care provider had a limited time period to produce the policy and so needed assistance.

A fire risk assessment was conducted of the premise and considered various aspects of the existing preventative and protective measures, the building design, the nature of the service user's disabilities, etc. In addition a fire evacuation assessment was conducted to consider how an evacuation could be successfully completed. There were plenty of staff available through the day to effect an evacuation, but at night, because of financial constraints, there were only two staff available to evacuate the seven service users, most of whom would be bedridden.

An fire emergency plan incorporating progressive horizontal evacuation was produced. Based on the finding of the fire evacuation assessment, the local authority agreed to provide additional funding so that more night shift staff could be employed. Additional evacuation assistance equipment (ski sheets) was procured. The staff were trained in the emergency plan and in how to conduct the horizontal evacuation.

The client was congratulated on the quality of the fire emergency plan by the local authority. The authority concerns were fully addressed, and more importantly, the safety of the service users and staff in a fire situation was increased considerably.
